Scope and budget

Build a budget from a scope and real quotations

An installation budget is an agreement about what is being priced. A low total with missing access, finish repairs or fixtures can be less useful than a larger, clearly bounded quotation.

Start with the same scope for every quotation

Put the fixture schedule, layout and access assumptions in one versioned brief. Send that same information to each contractor. If one contractor proposes a different route, record it as a different option rather than comparing its price against a scope that does more work. Ask whether the price is for investigation, rough-in only or a completed installation with inspections and fixture connections.

A quotation may be a firm price for described work, an estimate contingent on site findings or a time-and-material arrangement. Those structures allocate uncertainty differently. Ask what the number means, how extra work will be authorized and what evidence will support the final invoice. Do not replace this conversation with a generic internet cost per fixture.

Keep plumbing, fixtures and reinstatement visible

Create separate lines for investigation, labour and pipework, purchased fixtures, permits, access creation, disposal and finish reinstatement. Some contractors include several categories in a single line; ask for the boundary even when they do not provide an internal labour breakdown. The objective is to avoid omissions, not to dictate how a business prices its work.

Owner-supplied fixtures need a separate record of purchase, delivery, compatibility and return conditions. A cheap product that arrives late or requires a different rough-in can move costs elsewhere. Record whether installation labour includes assembling specialty fittings and whether missing parts will cause a return visit. Cabinet, tile and drywall costs remain separate unless the written agreement expressly includes them.

Treat allowances as decisions still open

An allowance is not the same as a completed specification. Write what it covers, whose selection determines the actual amount and how the difference will be reconciled. A fixture allowance may exclude delivery or installation; a repair allowance may be provisional until an opening exposes the route. Keep those meanings distinct in the budget.

For concealed conditions, agree on a stop-and-report point before work expands. Ask for photographs, the proposed solution and the cost effect before authorization when circumstances allow. Emergencies may need immediate protection, but that should not create unlimited permission for unrelated upgrades. A contingency you choose is a personal budget reserve; it is not a predicted failure rate or a contractor quotation.

Compare exclusions before comparing totals

Read every exclusion with the practical sequence in mind. If access is excluded, who creates it before the plumber arrives? If final fixture connections are excluded, who returns after the cabinets or tile are complete? If permit and inspection arrangements are unclear, the apparent saving can simply be an unassigned responsibility.

The quote comparison guide uses a scope matrix: item, included work, excluded work, assumption and decision-maker. Alberta recommends written estimates describing the work, materials, dates and payment arrangements; use its contractor guidance to check the agreement. A contractor’s guarantee is meaningful only as their written promise with a defined scope and remedy.

Use arithmetic without inventing a market price

The quoted-budget ledger adds amounts you enter. Supply a received quote or your actual purchase amount, mark whether tax is included and identify an unpriced item as unknown. A blank amount must not silently become zero. If you choose a contingency percentage, the result should show that choice separately from the quoted subtotal.

For a comparison example, label quotations A and B and enter your own CAD amounts. Keep excluded finish work outside the plumbing total until it has a separate estimate. A calculated total does not certify scope completeness, tax treatment or affordability. This reference publishes no average bathroom, repipe or basement installation price because a defensible amount depends on the actual building and written scope.

Tie payments and changes to a written record

Before signing, confirm the business identity, payment milestones, refund conditions and who pays for revisits caused by changes or deficiencies. Prepaid contracting has specific Alberta rules depending on how payment and the contract are arranged; do not assume every deposit has the same legal treatment. Check the current provincial guidance and obtain advice for a disputed contract.

Keep approved changes with the original quotation, not only in text messages. A change record should identify the altered work, amount, schedule effect and authorization. At handover, reconcile allowances and preserve invoices, permit outcomes and product warranties. Handover documentation is part of the budget process because an unexplained final balance is harder to assess after everyone has left.

Questions people ask

Can the tool tell me a normal Calgary price?

No. It performs arithmetic on your quoted or purchased amounts. It does not generate contractor rates, price bands or an estimate of work that has not been inspected and scoped.

Should every quote have a contingency?

A contingency is your chosen reserve for uncertainty, not a required markup. Ask how a contractor handles unknown conditions, then keep any personal reserve separate from the price agreed for described work.

Is the cheapest quote a bad quote?

Not necessarily. It may have a simpler route or lower overhead. Compare what is included, which assumptions remain and how changes are authorized before treating different totals as equivalent offers.

What if a quote excludes drywall repair?

Assign it explicitly to another party and obtain an amount or mark it unpriced. Include protection, opening, repair and painting boundaries so the total project budget does not confuse plumbing completion with room completion.
